Job Purpose
The Quality, Health, Safety & Environment (QHSE) Manager is responsible for developing, implementing, and maintaining the Company’s Quality Management System (QMS), Occupational Health & Safety Management System (OHSMS), and Environmental Management System (EMS). The role ensures that all printing and packaging operations consistently meet customer requirements, statutory regulations, ISO standards, and Company policies while promoting a culture of continuous improvement, operational excellence, workplace safety, and environmental sustainability.
Key Responsibilities
1. Quality Management
- Develop, implement, maintain, and continuously improve the Company’s Quality Management System (QMS).
- Ensure compliance with ISO 9001:2015, ISO 45001:2018, and ISO 14001:2015 standards.
- Establish and monitor quality objectives and Key Performance Indicators (KPIs).
- Ensure all printed and packaged products conform to customer specifications, approved artwork, colour standards, dimensions, and quality requirements.
- Develop quality control procedures for all production processes.
- Investigate customer complaints and product non-conformities and implement corrective and preventive actions (CAPA).
- Conduct root cause analysis for quality failures.
- Monitor waste, rework, spoilage, and reject rates and implement improvement initiatives.
- Lead internal quality audits and coordinate external certification audits.
2. Production Quality Assuran
- Ensure incoming materials meet quality specifications before production.
- Monitor production processes to ensure compliance with approved job specifications.
- Ensure in-process inspections are conducted throughout production.
- Verify finished products before dispatch.
- Ensure production samples match approved customer proofs.
- Develop quality inspection checklists and testing procedures.
- Maintain product traceability and quality records.
3. Health & Safety Manageme
- Develop and implement workplace health and safety policies and procedures.
- Ensure compliance with the Ghana Labour Act, Factories, Offices and Shops Act, Environmental Protection Agency (EPA) regulations, and other statutory requirements.
- Conduct regular workplace inspections and risk assessments.
- Investigate workplace accidents, incidents, and near misses.
- Coordinate fire safety drills and emergency preparedness programmes.
- Ensure appropriate use of Personal Protective Equipment (PPE).
- Promote a strong safety culture throughout the organization.
- Monitor compliance with safe operating procedures.
4. Environmental Management
- Develop and implement environmental management programmes.
- Ensure proper waste segregation and disposal.
- Monitor chemical handling and hazardous waste management.
- Promote energy conservation and environmental sustainability initiatives.
- Ensure compliance with environmental laws and regulations.
5. Compliance & Audits
- Coordinate internal and external audits.
- Ensure compliance with all applicable ISO standards.
- Maintain QHSE documentation and records.
- Prepare audit reports and management review reports.
- Track corrective and preventive actions to closure.

- Develop annual QHSE training programmes.
- Train employees on:

- Promote continuous improvement and quality awareness across all departments.
8. Documentation & Reporting
- Prepare monthly QHSE reports.
- Report quality performance indicators.
- Report safety statistics.
- Maintain accident and incident records.
- Submit periodic reports to Management.
- Maintain all controlled QHSE documents.
9. Continuous Improvement
- Champion Lean Manufacturing initiatives.
- Reduce production waste and defects.
- Improve customer satisfaction.
- Improve process efficiency.
- Drive continuous improvement projects throughout the Company.

Qualifications
- Bachelor’s Degree in Quality Management, Industrial Engineering, Printing Technology, Engineering, Occupational Health & Safety, Environmental Science, or a related field.
- Professional certification in ISO 9001 Lead Auditor, ISO 45001, ISO 14001, NEBOSH, IOSH, or equivalent is an added advantage.
- Membership of a recognized professional body is desirable.
Experience
- Minimum of 5 years’ experience in a Quality, Health, Safety & Environment role.
- Experience in the printing, packaging, publishing, or manufacturing industry will be a distinct advantage.
- Proven experience implementing and maintaining ISO Management Systems.
- Experience managing quality assurance in a production environment.
